SCHOOL BOARD RESPONSIBILITIES
Article 3.1 Select the superintendent for the school and
provide support for the discharge of expected duties.
Article 3.2 Adopt policies, rules and regulations for the
operation of the school.
Article 3.3 Adopt an annual budget in accordance with
statutes.
Article 3.4 Consider and approve vouchers and payrolls.
Article 3.5 Appoint all teachers, principal, and other
employees upon the recommendation of the superintendent.
Article 3.6 Determine salary schedules and other personnel
policies.
Article 3.7 Require and discuss reports of the
superintendent concerning the progress of the
school in term of achievements of pupils, teachers, and
supervisors.
Article 3.8 Require and consider reports of business
transacted or pending and of financial status of the system.
Article 3.9 Advise with the superintendent, affording a
group judgement on recommendations for extensions or readjustments,
of the scope of educational activities.
Article 3.10 Consider recommendations for additional
capitol outlay and adopt plans for such improvements and determine
the means of financing them.
Article 3.11 Represent the needs of the school before the
patrons of the district and the state legislature.
Article 3.12 Act as a court of final appeal for school
employees, patrons and students in cases which may be appealed from
the decision of the superintendent.
SECTION IV
RESPONSIBILITIES & DESCRIPTION
SUPERINTENDENT'S JOB DISCRIPTION
It shall be the basic job of the superintendent to
implement board policy
regarding education process of ore district through
planning, organizing,
managing, interacting with students, and establishing
rapport with the
entire Class VI system which includes students, staff,
parents and community members. The essential functions of this
position include:
GENERAL WELFARE
The superintendent shall assist the board in all matters
pertaining to the
general welfare of the school district, and perform such
duties and goals
as the board may determine. This shall include but not be
limited to
participation in all meetings office board committees.
ADMINISTRATION OF THE SYSTEM
The superintendent shall administer the school in
conformity with the State
laws, and the rules and regulations of the State
Department of Education.
The superintendent shall advise the board on the need of
new and/or revised
policies of the district, including policies related to
administration,
personnel, instruction, communications, staff development.
The
superintendent shall implement all policies of the board.
The superintendent shall maintain records relative to the
business of the district.
PERSONNEL EMPLOYEMNT AND SALARY NEGOTIATION
The superintendent shall make recommendations for the
employment and
termination of all employees. The superintendent shall
have the authority
to make assignments for duty and to make transfers of
personnel to meet the existing needs of the school district.
The superintendent shall recommend a schedule of salaries
to the board of
education for consideration. Such schedules shall provide
minimum and
maximum salaries, annual increments, and other items
pertinent to a salary
schedule. This shall include salaries for the
administration (other than
the superintendent), certificated staff, and support
staff.
PUBLIC RELATIONS
The superintendent shall develop and administer a positive
public relations
climate including an effective communication system within
the Class VI
system. This includes all Class I schools, community
members, staff, and students.
STAFF DEVELOPMENT
The superintendent shall be responsible for developing a
program for the
continuous improvement and effectiveness of all
administration mad staff
members.
INSTRUCTION
The superintendent shall study and revise, together with
the staff, all
curriculum guides, courses of study, texts, and time
schedules to be used in the district.
PREPARATION OF THE BUDGET
The superintendent, or a delegated representative shall
prepare mad submit
to the board a recommended budget for the
ensuing year in detailed form. The budget process shall
include in depth
analysis of each school within the Class VI system at each
regular board
meeting, the superintendent shall report the current
status of major
sections of the budget.
EMERGENCY AUTHORITY
The superintendent shall perform such duties as the board
may require and,
in the absence of specific rules and advice of the board,
shall assume any
authority or perform any duty which any particular
situation, unforeseen
and suddenly arising, may demand, subject to later
consideration mad action by the board.
CALENDAR
The superintendent shall annually submit for adoption to
the board a
proposed calendar for the coming school year, and keep the
board informed of any unforeseen changes.
RESEARCH~ EVALUATE~ AND PLAN
The superintendent shall be concerned with long-term
planning to guide the
board in policy development mad effective decision-making
supported by research and evaluation.
FACILITIES
The superintendent will develop a plan for maintenance,
improvement,
expansion, use, care, and regulations pertaining to the
buildings and site
facilities needed to provide properly for an adequate
educational program.
ACTIVITIES
The superintendent shall provide for coordination of an
activity program
that meets the needs of the district.
